Are you basing this off the fact that the last update on his website was on March 9, 2009?
Keep in mind the last update before that was August 10, 2008. That doesnt mean he's dead.. he's prob just busy. Plus if he is dead, who is paying for his hosting fee for his site?
You can buy hosting for multiple years at a time. Generally it is cheaper to do so. So that would not necessarily mean Ishkur was alive.
