that effect was popular during the matrix era, I can't be arsed explaining it in too much detail but it's done by creating a tiny loop in a sample and advancing it in steps.

anyways.. it's just time stretch and a shyte load of distortion.. find a part at the end of the sample.. set up a loop.. play around with it so it sounds smooth and bobs your uncle
