What do people think is the best VST for producing electro style basslines (i.e. includes electro-house, electro-trance etc.) OR does everyone use VECS for that?

Any synth is good for electro style basslines. Alot of "electro" basses are just simple saw or square basses with modulation and portamento which are automated throughout the track.
Electro house and minimal is often all about working with just a few tracks, but making these "few tracks" sound huge and making them work together really well. Using automation on the both the synths envelopes, reverb sends, delay feedback amounts is what makes alot of these tracks interested.
Try listening to Eric Prydz.
To answer the original question, anything will work for electro style basslines. I personally would to to my moog voyager for these sounds, but emulations such as the arturia one or gmedia would also work well.

i would say that almost any synth can make electro basslines. It's all about the groove in electro.
my gut tells me you're looking for that electro bassline that is layered.
having 1 saw at 0 octave and 0 semitones and another at +1 octave and +3 semitones can make that sound you hear a lot, but the octave is really to your liking.
or
saw 1:+7 semitones
saw 2: 0 semitones
can make that sound too.
make a groovy bassline and add some swing into it, and you are on your way to a sick electro bassline.

Any synth can do it, I prefer Massive for this kind of bass sound.
