mastering question: attaching limiter to master?

Do artists attach a limiter to the master track when producing tracks or do they mix down each sound so it wont red-line/clip?

and taking a look at gabriel & dresden's multitrack samples for tracking treasure down, the kick drums are pretty much untouched (rolled off at around 17khz) throughout the whole track. Is this the proper way to master the kick drums? Every time I let the kick drums flow, it's taking all the energy from my basslines (which I tend to sidechain almost always). I feel like I have to EQ the kick drums to roll off in the mids and sometimes the highs.

Most producers mix the track to peak at -3.0dB (No limiters or compression on the master bus!). The mastering is done separately.
The kick should be the same throughout the track, unless you EQ it as an intentional effect. For example a highpass filter in the intro, on the kick roll etc...
