(It is the sound , that sounds like someone saying ha..ha..ha..ha..)
So , i presume that it was a noise osc , so i set a noise waveform on my Vanguard , tweak it for like 30 mins... and nothing came out of it .
So , can anyone help me create this sound?

Just did a quick listen through my small (!!) mac mini speaker.
Sounds to me like it�s a reversed clap with a lot of reverb,
with a sidechain compressor on the reverb tail.

Absolutely.
Thing about it though, I've heard that sound enough times with such a consistent texture(same original clap, same reverb time, same reverb color, etc), I kinda suspect it's from some sample pack.

Best to learn how to do it.
Do you have a clap sample? A classic sample probably preferred for this purpose... 909 clap perhaps.
Do you have a reverb plugin? Use it! Long reverb time. It may require some fiddlin to get the right sound color from the reverb.
You might get good effect from compressing the hell out of the reverb signal(but not the clap). Additionally, you'll want to use another compressor which is sidechained to the kick signal, and perhaps the original clap's signal too.
Presto change-o, alakhazam, now you have the sound.
If you don't know how to use sidechaining, search it out in your DAW's forums, or this forum, or other good audio forums like KVR, or look for a youtube video. Hell, check your manual. But I shan't describe it here.

In fruity, use the peak controller, and link it to the kick drum.
But you could also use an automation clip to get the desired effect.
Put your reverb on a send, and route the clap to it.
Then make an automation clip that rides the volume fader on the send.
That should take care of it.
