White Noise Question

I'm trying to emulate the whoosing effect in Elevation - Biscayne at about the 0:50 mark. I can't seem to get the starting part of the effect. I've tried low pass & high pass and just can't seem to figure it out. Any guidance is appreciated.

Sounds like it might be a bandpass filter to me.
