I'd check out the Counter-strike.net forums. Register and ask there. You'll prolly have to mod the game config to change the colour of the crosshairs. As for servers, there are a couple of good ones located in and around toronto. What servers do you usually play on?

i play on any random server.. i play aim_maps all sorts.. te aaztec dust etc dore me 2 death.. the weird thing is i saw a guy in a cyber do it like this.. crosshair_010101 or crosshair_101010 but its not working 4 me :P thnks 4 answering, ill try that (but i can't play on VAC servers because i have a borrowed account and it says i have used cheats.. a anyway..) Looks like you may have to dl a script to do it. It seems likely, since you're changing the local settings. That's why if you saw someone type in a command, they were probably just making a call to a local function, and it would not work for you.

you do not need to click in the sv_cheats1 command this is for
adjusting cvars and server commands, just simply press '`'(default
console command) and type in adjust_crosshair and it will change
color.

moreover, you are able to change zoom crosshairs (ex: when you zoom in
with the AWP and get a new crosshair). A simple search on the Internet
will get you access to custom crosshairs or a tutorial on how to make
your own.
