help can anyone explan how-to

If you are connecting out to an ftp server, allow port 21/tcp outbound from your PC. Then use a client that supports "Passive" (PASV) mode, or set your firewall/router to forward port 20/tcp back to your internal IP.

If you are setting up an ftp server, forward port 21/tcp from outside to your PC. Either make people use PASV mode, or allow your PC to connect out on port 20/tcp.
