get the techs. you will never have to buy another deck again. sure there are cheaper decks out there, but even the high end numarks and such just dont feel like a quality deck. the platters on them seem to be more sensitive even though they are supposed to have more torque. i have never found another deck that gives you the control or feel of a 1200. when and if you decide to sell your gear, the techs will have twice the resale value as anything else.
as for the mixer, that pcv-275 is a great one. if you want you can skimp on the mixer, because if you do stick with it, you will probably eventually upgrade to a DJM, A&H, Rane or something along those lines. but the best advice i can give you is to buy techs.
when i got my first setup a little over a year ago, i bought 2 1200m3d and a crappy little stanton mixer. i didnt have a ton of cash and actually bought my decks on layaway (yes i know, im ghetto). but i love my decks, and i wouldnt trade them for anything.
