I used to work at a metal shop making these exact type of things (not for DJ mixers, but we made housings for a lot of telecommunications stuff....same thing pretty much).
A faceplate like that is made from steel (16 guage) and the holes are usually made on a CNC punching press (think of a LARGE hole puncher).
Then its painted, baked and silk-screened with all the numbers/graphics.
For a machine shop to make one single faceplate would be expensive..you gotta set up the machine, make the drawings, set up the CNC program etc... (all for a 30 second punching!)
If you do want to drill out all the holes yourself, you'd have to be very precise...
You know, it might just pay to buy a spare faceplate, sand it, and re-paint it the way you want!
