I think that the US government has to be the MOST ridiculous organization at this time. Why would they put Iraq's most wanted on a deck of playing cards? Couldn't they see the reprocussions? Oy!

The only practical reason I can think of is that soldiers play a lot of cards, so maybe some numbnuts came up with the bright idea to put these faces on playing cards so troops can familiarize themselves with who to look for.
Either that or it's just for the media.
