I don't think it is. Twin Snakes is a remake of the PSX version, though.
And 'Snake Eater' doesn't leave me confused - Snake has to eat animals and stuff in the wild. So I presume he eats snakes.

Much like with MGS2 and it's trailers (everything only had Solid Snake in it, and no Raiden), everyone is pretty sure that there's more to the Solid Snake stuff than what's in the Snake Eater trailer. The game takes place in the 60s, so in a way it's a prequel, and a lot of people believe that Solid Snake will be replaced with Big Boss (there are some huge hints at this out there, especially the press package given out at E3).
MGS: The Twin Snakes follows the same storyline as MGS1, but no one is exactly sure about the gameplay. Some of the shots make it look the same, but they have been so quiet some are expecting changes. Silicon Knights did some clever stuff with Eternal Darkness, so hopefully they'll bring their skills into MGS1. They suck at graphics, though.

in snake eater i am convinced that the character shown in all of the screens and trailers is Big Boss. (*hint hint* notice that his eye is missing)
and as for the twin snakes, it is a remake. this has been stated officially a number of times. the only new bits thats added are some new voices, graphics, some gameplay styles, cinematics, possibly music, and extras. the only thing that will remain the same is the story and sub plots within the game.
