i bet that was at the center of lisbon, when i was there, there was a lot of poor people asking for money, and street sellers, stuff like that, most of them are immigrants. this dude appears to be asian.. not that there isn't poor portuguese people, but you see a lot of disgraced immigrants wandering by some zones of lisbon..

thank god in this island we don't see such misery in the streets, except for some ppl in funchal, but in a very smaller scale.
