A few things you can try,

1. Check that the lights are the CD Drive opens
2. Remove the cover from your PC and check, the IDE Cable ,
3. Check the PSU Cable,

CDR's are simple things, cdroms dont really need drivers are there all standard IDE, if none of the above work, then i guess windows has damged the ATAPI System files.

well here is what happened...lol..i crashed the comp. still didnt work. my comp crashed again. TADA!!! now its working again...lol...wtf?!?!

Try using one of those CD cleaning kits you can get. My drives can get dirty as hell, and sometimes the laser lens gets dirty and cant read the CD's. Cleaning it usually helps.

EDIT: Hmmm, a bit late, sorry. Oh well, for anyone else who has that trouble, you know what to do!
