Ya ottawa has some okay spots. For raves check out the listings on xvi.com.
If you're into hardtrance / hardhouse / techno come out to Ascension 2.0 (details on XVI). As for clubs, theres a few good ones in the market, but make sure you check out Surface - our best afterhours club!
