Vob files to mpeg or vcd? help me out

i am using smartripper to rip movies and chapters from dvds. it turns into a vob file and i want to convert that file to mpeg or vcd or whatever. is there anything out there that is not too complicated

Convert to mpeg1 for VCD, mpeg2 for SVCD. Both require specific resolutions and bitrates.

I think he wants to know what to use to make them into a different format.

I use mencoder on OSX there is also a linux version though I am not sure if there is one for windows. it is on sourceforge somewhere.
