DISCLAIMER: The below is just my opinion, feel free to disagree.
For me, I define progressive trance as such stuff like what was released on labels like Jackpot, Skinnymalinky, Whoop, Stress, Fluid and the likes during the 90's and nowadays is a style that's somewhat few and far between. I'm not too great at explaining but I'll give it a go, it's a lot less minimal in content than progressive house and a lot more synthy, yet generally slower than standard "trance" and doesn't have such a big "climax"
Examples of what in my opinion is progressive trance:
Squelch - Crash (Danny Howells Original Mix)
Desert - Feelings Run So Deep
Tarentella - Deep Down
Breeder - The Chain
Evolution - Phoenix (Breeder Mix)
Dream Traveller - Time (Edge Factor Mix)
React 2 Rhythm - Intoxication (Digweed & Muir's Bedrock Mix)
Atlas - Compass Error (Tarentella Vs Redanka Remix) - One of the rare examples of progressive trance from the past year.
Dominion - Re-creation
Coyote - Spirits Dancing (Yekuana's Miracle Brew Mix)
Blue Amazon - The Runner
Fade - Heaven To Heaven
Arkarna - The Future's Overrated (Evolution's Time Bomb Mix)
Sian - Stronger Together (Andy Ling's Aryan Dub)
Max Graham vs Starecase - Love The Bomb
Most of the producers who did what I would define as progressive trance have either moved onto a deeper, more minimal progressive house sound or into other genres these days. Describing it as "somewhere between progressive house and trance" would pretty much sum it up in short.
And yes, I'd also agree with you that PvD isn't Progressive Trance.

Paul definitely is not progressive trance.
Aloep made a great explanation, so I'll just put some more examples. Bedrock, Renaissance, and Hook were in on the progressive trance action when they started up, too, but soon turned towards the dark progressive house we all know and love/hate.

Way Out West - UB Devoid
(Most other Way Out West productions)
Taylor - Slide
Taylor - Xenophobe
Natious - Flashpoint

Natious - Stylo
Natious - Thrust One
(Uh, everything by Natious)
Subsky - Four Days
Midtone - Pearl
Max Graham - Tell You
Max Graham - Falling Together
Max Graham - Backdraft
(Most Max Graham productions, although he is in a class of his own; maybe "epic progressive"?)
Hook:
Progressive trance of a trancy style was the hallmark of the Hook label up until about a year or two ago, such as:
DeNiro - Mind of Man
DeNiro - Evolver
DeNiro - Elan Vital
X-Cabs - Infectious
Christopher Lawrence - Renegade
Christopher Lawrence - Wasteland
Christopher Lawrence - Interceptor
Christopher Lawrence - Rush Hour
etc.
Early Renaissance compilations
Some of the earlier Global Underground
Early compilations from D:Fuse, Noel Sanger, and Dave Seaman
Oh, and of course Sasha - GU013: Ibiza
This was trance before the anthem, before Sasha and Diggers turned their back on the sound, as well as a bit of spinoff once the Oakenfold-style began to take its own course. Christopher Lawrence still spins his own unique brand of it, but not too many others.
Hope this helps. I've tried to pin down this genre for a while. Feel free to take potshots.
