Always amp first, then mixer and then equipment. This is to avoid the, as you mentioned, spikes that could potentially damage your speakers.

when you have a set with monitor speakers or powered speakers does it work the same way....
speakers/mixer/tables ect...

Yep same deal. The mixer generates that surge when you turn it off. Regardless of what you have hooked in, be it an amp or powered speakers, it will still create a sudden pop that could cause damage.

When I turn my mixer on, my speakers aren't on put my headphones are usually plugged in and i get a pop in them, is that a bad thing?
