Sometimes you get records that do this.
On some occassions the producer made it this way on purpose because of artistic reasons. In some cases it's down to the record being a bootleg and hasn't been cut properly etc. (I have a few that I bought from HTFR that do this... Makes you wonder what they are up to NOT!).
The easiest thing to do when mixing these guys is to start at a new phrase rather than the two 'rogue' beats at the beggining. Simple really. Saves you messing around and doing all that weird counting.
