Are you connected to a router? Because I also had serious problems with upstream connections while using DSL. I don't remember exactly what happened, but I believe that updating the router's firmware fixed some of it.
If you -are- on a router, and you call the tech support, they will most likely tell you to try bypassing the router and testing the connection directly, so you should try that first - if it works then, then either your router needs updating, is configured incorrectly, or the ISP has done something to block routers (I've seen that happen before, where routers just stop working for no explainable reason).
If it's not a router, I don't know what to tell you.
