could be one of a few things,
a) the moniter is geting old
b) the moniter may need degausing, some newer models will do this if poweered down for more then 10 mins then powered on again
c) interference - magnetic sources near to the moniter - speakers, motors, etc or mobile phones/wireless lan/video etc or interference near to the moniter cable, i.e it goes near to a power transformer for pc speakers etc
