It's normally part of the keyboard that comes with synths. Most keyboard midi controllers usually have both a pitchbend wheel, and a modulation wheel.
That's about the hardware part.
Now, if you don't have a modulation wheel in itself, there is still hope 
With MIDI, most controllers can have a control number assigned (the famous midi CC's). The problem is, the numbering of those cc's is not always the same, depending on the manufacturers. But luckily, for some parameters, the CC's stay the same. For modulation, it's usually midi CC 1. So if you have something that can be assigned to controllers (like a potentiometer), you can use that to control modulation.
If you have nothing at all to control it hands on, you can still do it in your sequencer manually. Usually using one of the midi editors (for example in Cubase you can use the lowest lane in the key editor), you can select which controller you can edit. And modulation is one of them. That way you can draw sort of a graphic that represent the value of the controller over time. It's probably possible controlling it in Fruity also, but it has been such a long time I had this program, I can't say exactly where to find it.
