how do I make a picture DVD

Hello,
I have a bunch of pictures from a few trips I went on. I have to make a DVD of the pictures fading from one to another, with music for school. What is/are the best programs to use to do this? Also, I have a CD writter not a DVD rom so I also have to get past that speedbump. How do I do this?
