I should also note that the 9/11 Commission report described linkages between Al Qaeda and Iraq as well.

Rumsfeld should have stuck by what he said originally - for the first time in a long time he's managed to get an intelligence assessment right and then he spoils it all by going back on his word? There is no solid evidence of ties between Saddam Hussein and Al Qaeda and this should have been apparent to any right thinking individual for some time.

Also, can some one tell me exactly how this phrase can be "misunderstood"?
