First of all, we have a sticky thread for foreigners 
Second of all, I'm not aware of any universities in Holland that offer an education in criminology. I had a girl in my class in high school who wanted to study criminology, and she went (had to go?) to Belgium (Leuven) for that. Situations may have changed over the years though (this was over 6 years ago).
EDIT: I see the University of Leiden offers criminology, but it has a numerus fixus. Don't know how they deal with foreigners though, there might be different regulations for them.
As far as learning Dutch goes, I highly recommend doing so. Although most professors speak English pretty well, and most books and readers are in English here, that might be different for courses dealing with law. You would have a hard time not speaking / being able to understand Dutch then.
