I just opened up my techs lastnight to installs some LED, and under the platter is a plastic cover already to keep dust and debris out. so totally put the rubber matting away. Its useless to you..

the other platter thing is already inside.. under the main steel platter..
the LEDs are the lights inside the on/off knob, under the 33/45 buttons and pitch slider 0 light

An LED is a little light (it stands for light emitting diode). Some people like to replace the original red ones with blue ones, although I'm getting kind of sick of blue LEDs everywhere.
And I think you misunderstoof, there is no other platter to go under the platter. He was just talking about how he had to take the platter (the metal thing that the slipmat goes on top of) off to change the LED.
Apparently there is a plastic seal underneath the platter that protects it from dust, so there is absolutely no reason to keep the rubber slipmat.
