The stores will want money to do this if you can find one, so you're probably better off getting a IEEE-1394 or Firewire card to do this yourself. There's lots of work involved in video - inputting, editting, writing a DVD, etc etc, many hours or days of work even for a small project, expecially if you've never done it before. You'll need a newer and fairly powerful computer with a big hard drive.
Maybe if you can find someone who has a computer all set up for this, they will do it for you. Buy them lots of pizza and beer.
I've got a SoundBlaster Audigy 2 audio card that has a IEEE-1394 port and it works quite well for loading DV video.
