Looks like you may have to dl a script to do it. It seems likely, since you're changing the local settings. That's why if you saw someone type in a command, they were probably just making a call to a local function, and it would not work for you.

you do not need to click in the sv_cheats1 command this is for
adjusting cvars and server commands, just simply press '`'(default
console command) and type in adjust_crosshair and it will change
color.

Or you could have just used the GUI (pressing shift by default) and
went changed the crosshair color from there.

moreover, you are able to change zoom crosshairs (ex: when you zoom in
with the AWP and get a new crosshair). A simple search on the Internet
will get you access to custom crosshairs or a tutorial on how to make
your own.
