end of the day, english hooligans set the standard for the rest of the european countries, and have the worst reputation. this is probably why they are treated more harshly. furthermore, the security situation is totally different in england than it is in italy. in england the clubs are responsible for the security of their own ground, and so the consequences on the club for misbehaviour are more harsh than on clubs in italy where it is actually illegal for the clubs themselves to even search fans at the gate, as the stadiums are publicly owned. even if inter wanted to implement major security at the ground, they cant, and so banning them for a year isnt going change anything. italy needs law reforms to deal with these problems.
