depends what you need it for and your budget for this car. do you want a new car or a used car?

if gas prices are a concern to you, i'd highly recommend a hybrid (gas/electric) type of car (toyota echo, honda insight).

sometimes u can get decent deals on used cars through dealerships. typically dealerships don't like to keep used cars on their lots (for obvious reason they sell new cars), but because they sell a car under their name to you (the customer), they ususally make sure the car is in alright condition (last thing they want is you getting into a crash because your brakes don't work a day after you buy a car from them).

check auto magazines, used car lots, new cars lots, etc. depends what you want and your budget.

Snoop around the car lots on Sunday or when they are closed to check the prices without salespeople pressure, you can get a good idea of the prices that way before you are ready to do a deal. Just about any Toyota or Honda will be very reliable.

If you walk around neighbourhoods where rich people live, sometimes they have nice cars for sale at reasonable prices. I think the dealers must charge both taxes even on used. No GST on private sales but even if you buy privately the gov will charge PST when you register the ownership.

yes dealers make sure the car is in good working condition and obeys all standards, but they also charge a lot, even for used cars.

you also have the option of finding someone you know with an ICBC auction permit. they auction off lots of wrecked cars but there are some in good condition that can be rebuilt and will cost you far less than buying from someone else. the main concern is that you know who's rebuilding the car for you, that way you'll know for sure what is wrong and what is fixed with the car and you know what you're getting. for the most part, rebuilt cars are fairly well done, some dont have airbags fixed tho. so make sure to check for that if buying rebuilt. and if the seller lied to you about it, you can always put pressure on him/her and get him to reduce the price, substantially
