Cubase is the master and is hence taking control of the midi device. Reason is the bitch and so the signal isn't making it to reason. That's my theory anyway.
Why are you using Cubase? If you understand how to use Cubase, you will need to activate the parts of reason that you want to rewire in the devices drop menu and then create a midi channel and set the input as your midi controller assuming you have set it up in Cubase and then assign the output of that midi channel to the device in reason that you want it to control.
