I think this is timestretching or granulizing which chops the signal into little pieces and then stretches it... Fruity Loops for example has an integrated timestretching controller in its sample editor.

Fruityloops studio 4 comes with a demo song wich uses exactly the same effect.
It's more like a sample manipulation than an effect.

That is a trademark akai S series timestretch.

-get yourself an akai sampler- the older the better as the timestretch is better on the older ones
-record the sample into it/transfer it into it
-Go to timestretch
-select 'cyclic' mode
-set the quality as low as possible
-stretch it by upwards of 100%- the higher the percentage, the longer the sample and the better the effect
-hit execute

voila

Other examples...off the top of my head:
sneaker pimps- 'spin spin sugar' (armands dark garage mix) has one mutha****** of an awesome stretch in it...as do a hell of a lot of early 90s drum n bass and hardcore tracks
double 99-'rip groove' does it on the vocals too
