basically u want to trace an image into vector gfx...?
u can do that very well with illustrator
gimme the picture and i can try to trace it if it ain't that hard

just photoshop it
go to Filter>Artistic>Cutout. And add these settings.
Number of Levels: 8
Edge Simplicity: 4 (The higher you go the more it looks like a vector. The lower your go the more it looks realistic.)
Edge Fidelity: 3
is should have a vector look to it
im using CS2 btw
if thats not what you want ill think of something else

ehrm... the point about vector is that unlike bitmaps, you can resize vector as much as you like and it won't get pixelated, EVER!
oh... wops.. u wanna just make a picture look like vector...
aah.. PS idea over me should work very well then

i had a program that did it all automatic and nice, it was years ago... i think it was corel something..
