Well i did much research and found out indeed there is a big "arp bug"
I apologize for not explaining my problem more clearly but i am fairly new to hardware synths and sometimes I am lost for words trying to explain the real problem.

I thought that it can be a Logic problem first, or maybe just something to change in the settings Logic or Virus, or updates, or......I don't know~~~
If someone use it perfectly with a similar set-up (Logic 7.1.1, Osx Tiger 10.4.3, Mac G5, M-Audio Firewire 410)....let me know your MIDI preferences...

here is the solution (I have yet to try it but hopefully it will work)
I e-mailed my poblem to access support and they answer me this...
My arp is working perfectly now
***Thank you for your mail. First off please make sure you're using an audio buffer
size between 128
and 512 in Logic's audio settings. Also set the processing buffer size to
"small" in the same settings
window.
Is it then still off? If so, is it still off even if you start the Logic
playback 1 bar ahead of the notes
triggering the arpeggiator?***
