I refuse to believe that Mr.Oizo is the only guy that dabbles in Lo-FI sounds and fuzzy beats.

Lists some more artists that are like him.

Mr. Scruff perhaps? The Avalanches?

lo-fi sounds and fuzzy beats is pretty much the standard sound for most indie-hip hop artists. MF Doom and Q-bert readily come to mind.

Mr Oizo is not minimal techno at all...
I'd recommend Superdiscount 2 of Alex Gopher & Etienne de Crécy.
