Owned? Who is owned?

The transit authrority, who authorized an illegal strike, and will be fined $1M the first, and doubling each day after?

Or the workers, who are fined two days pay for each day of illegal striking?


Ethics, and everything that needed to be done aside, just answer the question - who really got owned here? The strike was illegal, and the courts explicit expressed that over a work before the strike took place.
