The translation I got was that the dude doing the tour is the mayor or a business developer. He is explaining how they just purchased a block of buildings and redeveloped them. Then that guy with the mullet and molestache gets in the camera and out of knowwhere the businessman or mayor??? gives'em a big slap.

I love how he gives a salute after he's been slapped lol WTF???

I don't know why but I find that funnier everytime I watch it lol
