Interesting... I've just read about this same problem in another forum. In truth, I HAVE this problem...
I'm able to make a nice loop, and bassline, et al. But when it comes to arrangement/melody, I get struck.
Some tips I found on that post:
1 - Don't "over-do" your loop. So, you can get bored with it, and you'll end hating it. If you want to make an entire song, work it with basic things first, and add your key elements according to your necessity.
2 - This tip was a must! You have an awesome loop? Copy/Paste it across your sequencer, until it reaches the song duration you want. So, start labeling the song sections like "intro", "verse", "chorus", "breakdown", "outro"... Listen to the whole mess and you'll start to figure out what elements must be added, deleted, rearranged, etc.
3 - Also, you can take a song you like and try to recreate its arrangement. I don't means "copy" the song, but using its arrangement to get your song working. Of course, in this proccess, it's natural to change something, and you can come with a completely different (but cool!) result.
And, of course, listen to tons of songs of the same styles you're working.
