That sea sample is terrible dude, sounds very low hi, more thsn chill out this is background music for a cartoon, I think you abuse of the Fx's, it is a good touch always to add Fx, but the tune itself it is saturated of laughts, screams, birds etc and all them seem to be very low hi, and some have distortion.
In overall, the pads are nice and the plucked sounds, but the tune sounds messed up imo, I personally would only use the pads and the plucked sound and would try to re do all, right now it sounds funny but not chill out imo  .
