how to harmonize your riffs the right way?

how do you guys mostly harmonize (decorate,or accompany) your main riff melody or your first melody (verse)

do you usually do it the way you would with the bass?

for example if your riff is in the chord of c

then your bass would be in the key of e ,or g

now would you do the same thing with your main riff?

if your riff was in the key of f

would you try to decorate it with some counter melodies or string pads in the key of a

or does someone have a better method.
