In answer to your question what is going on, territories are set up between the different organisations that maintain copywrite and royalty systems etc. When an artist signs a deal, the contract will contain an agreement for what the contrat covers in terms of what level of ownership, et al, the label has over the release. If an artist signs to 'all territories' then you will have no restriction to your purchase. If the initial contract only pertains to a certian territory, then you would need to be in that territory to make your purchase.
Though this is an irritation for the consumer, it can be beneficial to the artist interms of a range of things -eg maintaining copywrite (something you should always do).
