The story you linked is from April 30, 2006. This has been the status quo for his administration. They've been quickly eroding the balance of power set up by our constitution.

This would be bad, yes, but is it necessarily unconstitutional? There seems to be a lot of power in the US system vested in the executive branch - perhaps its just a flaw in the system that Bush is exploiting for his own means?
