First, they didn't know it was cheese. When you x-ray a few packages hidden away in secret compartments in a truck, you don't automatically assume it is cheese. Even after they opened them up they had to check it wasn't just some new ingenious way to smuggle cocaine. What would you have done? Just asked what he had hidden in those packages and then let him go on his way?
Second, why do you think that detaining one person for smuggling somehow lets other people go through? They don't have just one person working the border. They catch one guy, send him over to customs, and continue searching the rest of the vehicles. It's not like they go "oop, well we caught one buddy today, our job is done for the day, everybody go home".
