I'm not even sure what we are going for here. EQ talk gets me too sometimes, although I'm getting better about it. I usually don't boost my basses, I try to start out with a solid bass sound that has enough bottom end so that I don't need to boost it. I just find boosting tricky, because you can overdo it. I don't know about the Cubase EQ, but Fruity Loops has a decent paraghaphic EQ that lets you set up curves, wide or narrow. I'll post a pic for you if needed, but I think Lindo is going to take care of that. He sounds more knowledgable than me on the subject anyway.
I'm not sure why you'd want to boost the 1k-3k area, unless some of the frequencies for that particular bass sound are in there. As far as making cuts in any of the other frequencies, that seems risky, if you don't know what you're doing. Maybe that technique is too advanced for me, probably so.

I dunno, when I say 150-200 Hz I usually mean the centre frequency would fall into that range, although I usually say ~175 Hz for that very reason. The Q isn't really as defining as the frequency, so it pays to get the frequency right first. You can then adjust the width, or smoothness of the cut or boost with the Q, and set how many dB's you want to cut or boost it. Or am I wrong in thinking this?
