E-MU 1820 setting for cubase??

I recently reformatted my computer and now after re-installing my Patchmix DSP and re-installing cubase, I am getting ridiculous latency from my vst's and crappy response time. With only one instance of a soft synth open I get a 'half second delay' which is ridiculous

My master ASIO driver is set as : E-MU ASIO
Clock Source: Internal
ASIO buffer latency is set to: 20

Direct Monitoring is on, and release ASIO in background is off

I have tried many variations of these options and nothing helps, any suggestions are much appreciated!
