What is this damn Dance song??

This has been driving me crazy, i have it stuck in my head and the most i can describe it is it has Tons of raw energy, It sounds like a kazoo. I think some of the lyrics with this young girl "When i look into your eyes". It was on big tunes or some 2004-2005 ministry of sound cd. I know it was on the same cd with eric prydz call on me, pump it up, my neck my back. I dont know which cd it is but it has all of those songs.

Ok i done some researching and i know it has to be this cause of the order of the first two songs i remember it seeing it from. All i know that it was combined like 101 and 201 (Cd1 and cd2)

Ok it sounds like fonzerelli - moonlight party. It sounds the same into 40 seconds of the sound. Sounds like a "Waahn" noise. Please help me out, this is driving me insane .
