You can mix on headphones, and you can mix on a pair of guitar amps, and you can mix on laptop speakers. Would I recommend any of those? No, not really.
It's more important to understand the sound characteristics of your own setup than it is to have really expensive equipment, but with better monitors that's going to be a lot easier (there isn't much to know - what you hear is what you get).
The real "gotcha" with headphones - and in general any setup without a subwoofer or heavy-duty monitors - is the bass. It's not that you can't hear the bass on headphones, you actually can with many models, but it's much harder to hear muddiness.
