Japanese releases with extra tracks?

It seems like a significant number of artists who work in many styles of music (rock, electronic music [Autechre, for one example], etc.) include "extra" tracks on the Japanese release of their album. Anybody have any idea when or why this "tradition" started, or who started it?

I have the Japanese release of BT's "Movement In Still Life"...had different tracks/different order than the US release which sucked IMO, plus a 2nd disc.

yeah it really pisses me off. I want that stuff too. ive been looking for love in the time of theives, tao of the machine in full, and kimosabe off emotional technology's second disc for what seems like an eternity now
