In general, it should. While the usage of a serial or "Oxford" comma is not required for technical grammatical correctness, the general consensus among authorities on American English recommend its usage as a means to reduce the chance of ambiguity. How about genetically modified foods or the use of preservatives in food (especially those which are carcinogenic etc) yet are still allowed to be used & consumed in our day to day foods & food products.
