We will always train without the technology too. Our
submarine forces still use paper, pencils, and calculators
to back everything up the computers say. We don't soley
rely on high-tech equipment, it only supplements our
highly trained personnel.

In case with Normandy they even will be two steps ahead of us.
And I don't see any problem in EMP blasting your own territory.

They might as well nuke their own territory while they're at it...(not too smart)

Yes, and some countries are developing combat systems that work well in any situations. The use of electronic devices is helpful but not mandatory to win a combat.
